Salute e Sviluppo-Philippines, Inc. is a non-government, non-stock and non-profit organization (NGO) organized by the members of the Order of the Ministers of the Infirm together with some lay collaborators. Salute e sviluppo is an Italian term that means health and development. The NGO’s primary purpose is to undertake disaster and epidemic response, community or public health and rehabilitation programs and projects in the Philippines. It is legally registered with SEC, the BIR and, later on, the DSWD and PCNC.
Salute e Sviluppo-Philippines was born from the desire to have a contextualized expression of the Camillian charism and ministry, in response to the signs of the times. Encapsulating in broad scope and depth of commitment is the NGO’s statement of core values, in which it professes belief in fundamental values like human dignity, bearing witness to God’s love, empowerment, professionalism, accountability, interfaith respect and cooperation and care for the environment.
Salute e Sviluppo-Philippines was established to specifically serve the most vulnerable communities—the urban poor, peasants and fisherfolk in rural marginalized communities, migrants, handicapped and the elderly, the indigenous peoples and persons affected with illnesses of epidemic proportions. Special attention is given to women and children who by reason of gender and young age are inherently susceptible to unjust situations, especially in relation to power.
These vulnerable populations are within the radius of the Camillian presence where logistics-wise, they are effectively and efficiently served. Beginning 2013–2016, these are the urban poor and resettlement communities in Marikina City, Corazon de Jesus in San Juan City, Payatas in Quezon City and Smokey Mountain in Manila. These also include the communities at the Our Lady of Annunciata Parish in Antipolo City and the urban poor in Cainta, Rizal.
The farming and fishing communities in Calbayog City, the rural and indigenous communities in Mati, Davao Oriental and localities in Cagayan de Oro City and Misamis Oriental are likewise partner communities.
The operational framework of Salute e Sviluppo-Philippines is four-pronged, or what is called the Four R’s. First, it provides social protection and relief to vulnerable communities in pre- and post-disaster events (Relief and Social Protection). Second, it provides small-scale post-disaster rehabilitation of infrastructures to deeply affected communities (Rehabilitation). Third, it carries out long-term community health and development intervention among marginal families, integrating access to basic health and education, poverty reduction and livelihood, community awareness and formation in social justice and rights-based advocacy to equitable development, peace-building, stewardships of the environment and balance ecology towards building up healthy communities. This is done by way of community organizing, participatory and bottom-up approaches to building up community and solidarity among the poor (Release [Community Development]). Fourth, it responds to epidemics such as HIV-AIDS prevalence (Reform [Social Justice Advocacy]).
Finally, the NGO joins in efforts to promote equitable and universal access to health, partnering and collaborating with civil society groups and various Churches and faiths towards the transformation of unjust situations and imbalanced societies towards a civilization of life and love.
In all these, Salute e Sviluppo-Philippines seeks to walk with the poor towards helping inaugurate the Community of God here on earth.
